That’s right. Turtle.
A villain who can slow the speed of time. For a hero who’s power and efficacy is based on how fast he can run, a character who can slow time is a terrible enemy to have — it completely counteracts that power!
Early on in the Flash’s history, The Turtle was originally a Jay Garrick villain. When Barry Allen came onto the scene in the Silver Age, a new “slow” villain came with him, that one named, Turtle Man. Both of these villains used various scientific gadgets and such to do their time-slowing; however, according to the site, the CW’s incarnation of the character is “a meta-human who can slow time itself.”
Andrew Kreisberg talked about the episode with the EW, saying,
“In a surprisingly funny twist, Cisco has actually been hunting The Turtle the entire series. To Barry’s surprise, everybody knows about Cisco’s hunt for the great white whale, which is The Turtle; he’s the only one who didn’t know about it. We love the idea that there was a villain out there that they knew about, but they just haven’t bothered to tell the audience about yet. All Barry wants to do is get faster, because if he can get faster, he can take on Zoom. He’s going up against a villain who is literally slowing him down. This is one of our best episodes coming back that we’ve ever done. It feels big and emotional.”
